Basic Purpose of Job:

This position is a technical position in the IT Department as part of the career path process. The technical career path is for employees interested in an individual contributor role, who want to work with other team members to ensure a project's success. The main elements of the technical path include: 1) No direct reports, 2) Heavy technical skills, 3) Heavy teamwork, 4) Heavy client/customer contact, 5) Heavy daily planning and execution, 6) Creativity, and 7) Participation in interviewing process.

Position resides in the Telecom Transmission Systems Engineering group, reporting to Tom Burns.

Position is responsible for: 1) Property management for Union Pacific Railroad's leased radio facilities where UPRR is the lease tenant; and 2) FCC license management for all licensed radio frequency transceivers UPRR operates, including oversight of outsourced licensing vendors.

Major Accountabilities include:

Property Management:

Financing and acquiring new property for radio site operation via lease or purchase.

Agreement negotiations.

Payment processing.

Coordination with Real Estate, Law, Tax, and Insurance Departments regarding property management.

FCC Licensing:

Manage license renewals and changes.

Manage payment processing.

Coordination with Engineering and Field Crews regarding FCC licensing issues.


Accountabilities:
  • Problem Solving: Must be able to solve problems where a precedent has been set. Must be able to understand and integrate solutions in a multi-systems environment, providing a seamless look to the customer.

  • Freedom to Act: Incumbent may set his/her own priorities and may deviate from procedure if the end results meet the standards with supervisory approval. Supervisor typically reviews work product or results after completion.

  • Impact of Action: Responsible for giving advice and counsel, information, and/or analysis for decision makers. Total impact on costs or benefits is less than $4 million annually.

  • Technical Knowledge: Requires working knowledge of several components and detailed knowledge of at least one component. Incumbent can perform routine tasks with no assistance and complex tasks with minimum assistance and guidance.

  • Managerial Knowledge: Requires ability to effectively manage work time and deliver a quality product on time.

  • Business Knowledge: Requires conceptual/working knowledge of at least one UP business process. Incumbent understands and can explain how his/her component fits into the business process.

Preferred Education, Training, Experience or Skills:
  • A Bachelor Degree

  • 2 year(s) experience / knowledge in Information Technology including project management, FCC licensing and property management experience
